If r is represented by the decimal , what is the digit t? What about negative values? Given there is no restriction, wouldn't r<(1/10) allow for values such as -0.25 , -0.35 and so forth?

You're right that r<(1/10) allows for negative values of r. However, the question tells us that r is 0.t5. Since there is no negative sign in front of the zero, we know that 0.t5 is a positive number.
