Think you meant to say (when evaluating statement 1) that 1999 rent would be LESS THAN 1997 rent (when y= ~19.9%).

Yes, Keith! You're completely right. At ~1:50 in the explanation, we can see that the value in 1999 could be LESS THAN the value in 1997 even if the percent increase from 1997 to 1998 were greater than the percent decrease from 1998 to 1999. Thanks for pointing this out :) I've just made note of it for the content creators, so that we can fix this as soon as possible.
