1) - Number is less than 1/3 => number is less than 0.33
Hence the number could be 0.01,0.12,0.23,0.32 etc (tenths digit could be anything from 0 through 3) - not Sufficient;

2) Number is greater than 1/4 => Number is greater than 0.25
Hence the number could be 0.30,0.45,0.78,0.89 etc
(tenths digit could be anything from 2 through 9)

After combining we are left with the following condition => 0.25
