Which of the following, if true, provides the strongest grounds for a prediction that municipalities will buy QuickFreeze's purification system despite the need to maintain a conventional purification system as well?

In the argument, we have been given the fact the QF's PS will work only in cold temperature, so, that implies, it's pretty useless during other seasons. But the municipalities are still going after it given the fact that they also have to maintain their conventional purification system. So we need an option that can explain "WHY QF's PS?"

1) This does not give the answer to why. Eliminated.
2) Old purification systems can also be replaced by the conventional ones. This option doesn't present a strong reason to go for the QF's PS. Eliminated.
3) This option presents the reason as to why municipalities are also bringing in QF's PS. Reason - Conventional systems have failed to serve the purpose in cold weather. Therefore, during cold weather municipalities will switch to QF's PS.
4) Low maintenance lost doesn't look like a strong contender. Doubtful.
5) Water shortage. Alien for the context. Eliminated.

Thus, option 3.
