I have a question on D, What is the Subject and what is the verb,
My take;
It can hardly be said- Subject That Starts a sub clause educators( Subject ) are at fault( verb) for sub clause , what the the verb for It can hardly be said??
In fact, the subject here is the noun phrase "that educators are at fault for not anticipating the impact of microcomputer technology." The verb is "can hardly be said..." Finally, "it" is being used as the emphatic it here; it has no antecedent. You can read about this use of "it" here:
