In the option D and E, shouldn't there be a preposition before Wednesday? i.e. announced plans on Wednesday?

In fact, it's perfectly acceptable to say "I did X Wednesday" rather than "I did X on Wednesday." This construction is most common in journalistic writing, but it is acceptable on the GMAT.
