If it was IC, IC - I understand that a conjunction is required. But in this question isn't the structure IC, phrase, IC. Do we need conjunction in this case to join an IC with a phrase?

Good question! Because the sentence is composed of two independent clauses, yes, there needs to be a conjunction joining the two clauses. The presence of a phrase like the one in the original sentence doesn't change this idea.
