(0.1)^n = 1/(10)^n
is 1/(10)^n > (10)^n ?
is 1 > (10)^n * (10)^n?
= is 1 > (10)^n+n ?
= is 1 > 10^2n?
if n is positive, no
if n is negative, yes

(1) n > - 10, here n = both negative and positive values, not sufficient
(2) n < 10 = same as (1), not sufficient

(1) & (2)
same as above, then (E)
