my doubt:

dear experts,
would you please clarify further on E?
IMO, there is an error about two complete sentence without conjunction,

1/
members will try to establish restriction on amount,-- complete sentence
2/
farmers will be allowed to grow --- complete sentence, but I guess it works as a modifier

why these two sentences are without a conjunction?
if "farmers will be allowed to grow" is a modifier, shouldn't need "that" to introduce a modifier?
does it omit "that" here?
as I know, if "that" introduces a modifier, then "that" can not be omitted ? (I forget where I got it, sorry for that)

did I misunderstanding?

please point out my fault

Hi Shu,

This is a case wherein we are allowed to omit "that." The sentence would still be correct with "that" between "amount" and "farmers," but it is also correct without it.

Most of the time, the GMAT prefers not to omit "that," but it will some of the time. (E) is better than all the other choices, so we're stuck with it :)
