Split #1: notice we have the same root word appearing in different choices as a noun ("suggestion"), a verb ("suggest"), and an adjective ("suggest").  This is an action word, and on the GMAT, the action words almost always have to be in verb form.  Furthermore, writing the action word as a verb tends to make the phrasing more direct and more concise.  While this split is not conclusive, we strongly suspect that we will want one of the choices with "suggest" in its verb form. 

Split #2: notice that what follows the underlined part is a full independent clause that could stand on its own as a complete sentence.  This is a complete clause.  This can't be introduced by a preposition ("of A.C.C. ... is planning ..."), so the choices with "of", (A) & (C), are completely incorrect.  Choice (D) makes another mistake ---- it drops the word "that."  In colloquial speech, folks often drop the word "that": "he suggested she is unhappy there."  In formal GMAT speech, though, we always need the word "that": "he suggested that she is unhappy there."  Only choices (B) & (E) correct have the word "that" introducing the complete clause. 

Now, look at these two.  Choice (B),
"like it is suggestive that", is an indirect wordy monstrosity,
because it uses the adjective form, "suggestive."  By contrast, choice (E) uses the verb form, "to suggest that", and it is
sleek, elegant, and direct.  Choice (E) is the only possible answer.
