Is x greater than 5
We want to decide whether x is greater than 5. The first statement tells us that x is less than 6, so x could be between 5 and 6, or it could be less than 5. Statement (1) is insufficient.
Statement (2) tells us that x is less than 4. If x is less than 4, then we know x is not greater than 5. Statement (2) is sufficient on its own.
