A quick note on the OG's explanation:

The OG's explanation for why choice (C) is wrong states that "The construction 'so x as to y' is not a correct idiom." This is not true.

The idiom so [adjective] as to [verb] is perfectly correct, as in "…so tired as to fall asleep while standing up…."

Choice (C) butchers this idiom:
"…so debilitating is it as to become an economic…"

The extra "is it" is very awkward. The problem is not that the idiom itself is incorrect. The problem is that choice (C) misuses the idiom.
